As a result, mortgage application demand dropped 2.7% compared with the previous week, according to the Mortgage Bankers Association's seasonally adjusted index. As home prices rise along with interest rates, potential buyers' purchasing power are suffering a double whammy. ARMs offer lower rates and can be fixed for up to 10 years, although they are considered riskier. Mortgage rates have eased very slightly so far this week, but there hasn't been much economic data to influence them.

Refinance demand usually drops when rates rise, but rates had fallen back slightly in the previous weeks, so some homeowners may have been waiting for them to go even lower. It is set to be released Wednesday morning, and depending on the outcome, mortgage rates could make a strong move in either direction.

Mortgage rates bounced higher to start this week, after new economic data on manufacturing came in higher than expected and noted higher prices.

CNN —Two relatives of Israeli hostages abducted on October 7 were arrested during a protest outside the defense ministry headquarters in Tel Aviv Tuesday evening, according to one of the groups that participated. Israeli police in a statement said they cleared the protesters from Tel Aviv’s Ayalon Highway where they were blocking traffic. A representative from the Israeli Pro-Democracy Protest Movement that was involved in the demonstrations said in an update that two of the four arrested were relatives of hostages. CNN has reached out to the Hostage Families Forum, which represents the captives’ families and has held protests at the site. Mortgage rates today are still about a half a percentage point higher than they were at this time last year, so recent borrowers have no incentive to refinance. "Purchase applications were essentially unchanged, as homebuyers continue to hold out for lower mortgage rates and for more listings to hit the market," said Joel Kan, an MBA economist in a release. Mortgage rates have basically moved sideways to start this week and are unlikely to change until next week, when more economic data is set to be released. "If inflation falls a bit more or if the economy shows marked signs of weakening, it would tip the scales in favor of lower rates."

As a result, total mortgage application volume dropped 1.6% compared with the previous week, according to the Mortgage Bankers Association's seasonally adjusted index. The average contract interest rate for 30-year fixed-rate mortgages with conforming loan balances ($766,550 or less) increased to 6.97% from 6.84%, with points decreasing to 0.64 from 0.65 (including the origination fee) for loans with a 20% down payment. That was the weekly average, but another index from Mortgage News Daily, which looks at daily rates, had the 30-year fixed mortgage moving back over 7% last Thursday. "Mortgage rates increased last week as incoming data showed inflation was still hotter than expected, which stoked concerns about the timing and extent to which the Fed might be able to reduce the fed funds rates this year," said Joel Kan, MBA's vice president and deputy chief economist.

A 45-year-old Kansas man has been charged in the theft of a life-size bronze statue of the baseball legend Jackie Robinson from a park in Wichita, Kan. The police in Wichita said on Tuesday that the motive for the crime was probably to sell the statue for scrap metal. The man, Ricky Alderete, was charged on Monday with felony theft, aggravated criminal damage to property and making false information, the police said. “The investigation has not revealed any evidence indicating this was a hate-motivated crime,” Lieutenant Moses said. “Instead, we believe this theft was motivated by the financial gain of scrapping common metal.”

Israeli leaders have framed an invasion of the southern Gaza city of Rafah as an imperative to achieve its goal of eliminating Hamas. The planning will likely take Israel’s military some time, Israeli officials and analysts said on Sunday. The Biden administration has also raised concern over fighting during the Muslim holy month of Ramadan, according two Israeli officials with knowledge of the discussions. Israeli officials say the military is still working on its plans for invading Rafah and that they have not yet been presented to Prime Minister Benjamin Netanyahu. “The operation in Rafah will happen,” Avi Dichter, a minister from Mr. Netanyahu’s conservative Likud party, told Israel’s public broadcaster, Kan, on Sunday.

Republican Kris Kobach’s action was his latest move to restrict transgender rights, following his successful efforts last year to temporarily block Democratic Gov. It’s also part of a trend of GOP attorneys general asserting their authority in culture war issues without a specific state law. Kobach maintains that failing to disclose when a child is socially transitioning or identifying as non-binary at school violates a parents' rights. The pay increase appeared to have bipartisan support, though lawmakers never voted directly on it.
